I do not know how old are you, but this ad was targetted at our parent's generation. It was a sensible step to advise families (which the majoriy was poor) from having too many mouths to feed.
Hong Kong's problem of 人口老化 is a foreseeing one, which is what will happen if our present generation don't produce enough.
Although not having enough people to maintain our population is a problem, but being the next Romania isn't ideal.
