And when Optimus rejected to lead Cybertron MT thought OP do not want responsibilities. That's why MT wanted to takeover. So shortly Megatron's actions are based on false vision and jelaousy. So Optimus knew he can't let Megatron do this. And he also knew he can't negociate.

And besides when Megatron said truce, he claimed he's the leader of Cybertron and OP serve under him.
