I think to have Bankai is one of the mandatory requirements if they want to apply for the captain position...unless they can get approval from other 6 captains...but hey...let's ask Kubo to reveal all the remaining Bankai from the zanpakuto we knew so far...

Bankai really has nothing 2 do with it, there are lower seated officers who have mastered their bankai, and their are captains who havent.

@Ice1200000 He didn't lose to Ishida,the way it ended was Mayuri oozed away unscathed and would return 3 days time better then ever.on the other hand Ishida was dying from poison(not to mention he lost all his powers),the only reason he survived is because of Nemu(who was an unpredictable variable).So best case scenario for Ishida it's a draw.
