As recent as just before Cyclone Nargis hit Myanmar, the Burmese army is still bombing the karen villages and shooting the villagers.

So, do we think that the Myanmar government is going to allow aids to reach these IDP?

Of course not. Until now, the Myanmar government still control where the aids should go to even though they bow partially to the demands of the world to allow humantarian workers to enter Myanmar to help. This only restricted to ASEAN countries.
