The slow floating was two still images: the backgrounds and the models. After effects has a tool called puppet that you can use to bend limbs like the arms are moving in the video. He added dust particles later.
One of my favorites, This is the first time someone used that tool perfectly.

Not quite sure who did it first. But I was saying it was the first time I've seen it used correctly, meaning it was cleaner and the models didn't appear to skew when zoomed in on. magnus engfors work was good but looked like still images as this looks more like it was shot in slow mo. But thanks for the reference though.
