Increased rolling resistance and weight it going to make it difficult to ride for any length of time. It would not be difficult to adapt a 21 speed gear setup to this. It would solve a lot of the problem.

Dual wheel can steer itself if being rotated in opposite directions. So put dual wheels front and rear, make them electric motor wheels and drive by wire.

Dual tandem? That's a lot of work for to in the end not only describe the wheel's orientation configuration incorrectly, but also mislabel a tricycle as a bicycle. If it had another axle behind the current rear axle, then it would be a tandem pentacycle. Sorry, it's the engineer in me. I live inside a CAD program.
