Not all arabs are muslims. Infact Arabs muslims only make 20% of the muslims in the world in terms of population. Plus the muslims conquered persia shortly after the advent of isman in Arabia, under the commander Khalid bin Waleed (r) if I am not mistaken. So in the end the Arab muslims conquered Persia, this is how Islam reached Persia. Before that the religion of the Persians was Zorastrianism.
