You can design your own pcbs for free and have them sent to a board house that will physically make them for you. PCBs can be made in any color from black to green to red. A good place to start is with the program "eagle" made by cadsoft. They have a freeware of their software which is the same as the expensive version but the boards have to be smaller (4" by 2.5") and it is limited to 2 signal layers designed from 1 schematic page. I would recommend that software.
so, if the pcb trave was covered by solder mask, maybe, it will not happens, and in this case, some body ripped off the solder mask on the pcb, and it can happens
how does it work. does the current jump the gap when it too high instead of following the circuit and frying everything. i dont know crap about electronics but that i made this up and it makes sense to me

due to the air gap (atoms od oxygen water...) witch is ionnized by the high electric field (V/m), electrons jump to other side.
To insure dielectric strengh on PCB, the gap is calculated :
gap [mm] = V [kilo Volts] x 1[mm/kilo Volts]
for example: to get 8 kV strength insulation, the gap on pcb must be more than 8 meli-meters
