"pipelines" refers to a project "pipeline" i.e. how many projects are lined up it's a metaphor. you need to educate yourself ......

Is she reading the Cap & Trade bill that just passed the house? The 1300 page bill that no one had the time to read before voting on it. Its going to hurt our nation tremendously. Who wants building regulations being controlled by the feds? Not me. I also don't want federal inspectors to have to inspect my home if I want to sell it to see if its "energy efficient."

Correction. Someones (plural) wrote it (yes, I know that's not a word, but I'm making a point here) but that doesn't mean that one person has read the ENTIRE bill. I doubt that there is a person on this earth who has read it from start to finish.
