The UN mandate only allowed the liberation of Kuwait. When UN troops ouster Saddam forces out of Kuwait, Saddam was begging to stay in power and sued for peace(a ceasefire agreement signed between UN and Iraq). This allow Saddam to stay in power in 12 more years in exchange for following UN resolutions(Which Iraq didn't)/

US interests at the time lay in keeping communism contained, ensuring that the balance of power in the world did not shift to Moscow. Iraq (at the time) was a strong ally of the West. It's not until Iraq in late 60s and 70s stabbed the US in the back by attacking Israel. As for Iraq-Iran war, the whole west supported Iraq, not just the US.

This operation was motivated by Kurdish Bishmarka forces helping iranian army agains iraqi army during war. It was a revenge operation. That was Saddam's biggest failure. He mass punished everyone even remotely related to who deserved punishment. If an investigation had been conducted and only those who helped Iranian army punished, it would have been a different story.

Politically, the conflict was entirely provoked by Iran and the Kurds. On a human level, however, Saddam's crimes cannot be forgiven.
