Something tells me the names of the mice aren't Milton and Rita as said in some sources. If those are indeed their names, why aren't they mentioned in the cartoon?

I think this is a Van Buren Cartoon. A lot of studios wanted to get in on the huge popularity of Mickey Mouse, so they did copy-cat type cartoons. I think Disney sued Van Buren Co. to keep them from reproducing the Mickey style.
Seems to be set to a similar theme to the video for Depeche Mode's "Halo", oddly enough... As an aside, when will people learn that clowns are not aerodynamic?

They love to dance and caper. They love to get beatings when they fail, because it gives them hope for the future.
this was great! I dont think anyone should give a dime to the circus today because animals are being abused and its disgusting how they are treated but there was a time when it was not about animals and performers did the tricks and it was captivating and creative (:

They had an urban setting and always really had an edge to them,
