Bill Clinton took office before it could be finalized by Bush and was voted and passed by a vote in the House of 234 to 200 with 132 Republicans (on 11/17/93)and 102 Democrats; passed in the Senate by a vote of 61-38, with 34 Republicans and 27 Democrats voting for it. Get your facts clear Kucinick. The bill came into effect on 1/1/1994.
