The illusion of competent regulators is also to blame, the government can't and shouldn't pay the smart people enough for them to earn more as a regulator then they can as a producer. To say it simply, those who know what they are talking about DO IT, those who don't REGULATE IT.
With no regulations but strong law enforcement then people will realize that they need to look after themselves and when they are deceived they can turn to legitimate courts.

If there were no government regulations then people would have private boards with a variety of viewpoints, and over time, the best would win-out or go out of business. Understand?
The FDA has tons of regulations and recommendations, but because government claims a monopoly on recommendations/food safety, it is more easily corrupted.
