I think I know what he did, he was playing on a server kept switching from infected to survivor and reverse, then he respawn as ghost and can spawn himself when hes not too close or visible to the survivors, and keep on doing that until theres 12 special infected (12 is maximum). This is patched, but you can fix this by typing vs_max_team_switches 99999 (requires sv_cheats 1).

@Christoffer395 I do belive that is wrong, it is when you joined infected, then specator, you kept doing that until there was a army of clones.

Well, if command "spectate" isn't a sv_cheats 1 command, then it could be possible to do the clone exploit (if vs_max_team_switches doesn't count when going to spectator and back).

No, he didn't use the console for the cloning (apart from binding to quickly switch to survivor and back), you could change from infected to survivor and reverse as many times as you would, but a update after this video prevented you from keep switching sides (you can only switch side once per map). If it was after the update, he would have to cheat to remove the teamswitching limit.

i dont know exactly how its made, but i think you just have to push "E" after you spawn, so that your spawn ghost gets to the survivors

I don't think you can, you cant edit the game or add commans ind a console on the 360, thats why th ePC is the best among gaming. also, if I had the right video/cpu/memory I could emulate any Console.
