You make them on Adobe Photoshop. Just get a template, open it Photoshop, then slide the player in there, and thats the basics of it.

Dynamic DNA is the most realistic design for a game EVER, apart from maybe force unleashed, but it is how they play, THAT ISNT REALISTIC ENOUGH FOR YOU? look at 2k, the top 30 players look alright, the rest look the same, or nothing like what they do look like, 2k is not great, 2k7 beats live 07 hands down, but since then 2k fanboys have not even looked at live, without saying its crap, in 2k you dont have choice on plays

High Dynamic Range imaging, there is some tutorials for photoshop, thats basically what they did with the Tony Parker cover, it looks like he is a painting or drawing, and not like a photo. it looks amazing.... just check out the live website if you haven't seen the pic of parker...
