He is. There's an official story about him that wasn't released that much. Basically, he and Pac-Man used to be best friends(Albiet friends who could eat eachother.), but Orson eventually noticed that Pac-Man got all the popularity. Toc-Man was his way of getting the love he wanted
It was in an interveiw over at the 1rst Church of Pacman about the first Pacman World game. Time constrants and the descision to make it so Pacman doesn't talk prevented Orsons full story from making the cut, though given Pacman's lines in this game, I guess it's still in the continuity... just unannounced.
Look up the 1rst Church of Pacman for the interveiw and the whole story(Including Pinky's crush on Pacman)- it's an awesome fan site.
Personally, I kind of would have liked to see the extra stuff that got cut, cause it had other Namco fan favorites talking about Pacmans history and revealing Orsons story in snippets through the process. I would have liked to see Dig Dug and Valkerie, maybe even Mappy in interveiws (Is a Dig Dug fanboy)
