This type of setup is common to see in some states of the U.S. As I know of, there are a couple of these that can be found in Long Island, New York. I have seen pictures of this setup. However, I have never seen this setup in person. Would love to, though.
The real reason the LED flickers is because it basically multiplexes rapidly. It will only carry the positive current (if in the way it's supposed to be, negative otherwise) and on an AC grid at 50hz, the LED will light at 25 hz.
I have seen quite a few bimodual green/yellow arrows in my city. We used to have a fiber-optic one at one intersection, but when they upgraded most of the traffic lights it was replaced with an LED version made by GE
Back then it seems like they used to have more bi modular arrow signals the other half of my state more often, but this decade, alot have been replaced with the green and yellow arrows having separate heads. If you were color blind, this type of arrow signal would be a safety hazard as you couldn't tell the difference, maybe thats why.
The 12 inch single head walk signal on the other hand is now more common in my state because of the LED. They actually have more of these now in my state, they just replace the fronts of existing lights sometimes, and drop the bottom part, resulting in the single head. In comparison to the arrows, the bi modular walk signal works because you have a different shape to allow a color blind eye to tell the difference.
The combination green/yellow led arrow you have is very common in Rochester, NY where I live. Just about all county owned signals with a turn arrow have that setup.
its the camera frame rate
its to fast for the led
