None of this is true. I have just read the book on it by Andrade who interviewed most of the advisors and program chiefs. It was NOT an assissanation program, It was a program intented to disrupt and destroy the VCI (Viet Cong Infastructure) which was the head of the body that ran the vietnamese opposition throughout south vietnam. And most of the time both the DIOCC and PIOCC had very timely and well informed intelligence about suspected VCI. This video is bullshit.

The Phoenix program, AKA deciding to wage guerilla war ourselves against their guerillas, was a huge success strategically. The head of the Phoenix program had to drive around in a convoy when traveling through the countryside in the late 60's - by the early 70's - he drove around in a single unarmored jeep. & in '72 the North gave up & switched to conventional war with Easter Offensive.
