Cause you have to conquer all thier territory, THEN Declare war(or demand annexiation if thier a vassal state). But it doesn't make sense cause he OWNED The whole country, WHY he couldn't just annex it all I don't know.

@7thwiew He is playing Heir to the Throne witch is the newest version of the game. You cannot annex more-than-one province nations unless you diplo-annex them.

@gav624 I would recommend EU3+all expansions. Victoria 2 is a great game in my opinion but eu3+the addons are just brilliant, also eu3 is much easier to learn than Victoria 2 which is very complex.. not to mention this spans 400 years where as Victoria 2 is only 100 years.. can't speak about Hearts of Iron as i do not own it. If you prefer to wage massive wars and conquer much land then buy EU3+its addons... if you prefer to manage a government+Econ of a nation in great detail then get Vicky 2.
