They don't use a human bone structure. They made a set of ovals and circles and wrapped a skin around those. Because they don't have to worry about stability and protecting the brain (3D models don't have brains), they can use a large number of small "bones" to try and imitate a real human head.

you could try to set the mesh up the right way and hope you get some wrinkles.
otherwise you can do some good stuff with weightpainting
