Yes, you're probably alone... :-) I think her pretentiousness here is partly deliberate (even self-ironic sometimes), partly has always been there: all her images can be viewed as exaggerated, simply because she has such a strong presence and personality.
Of course, e.g. Michael Jackson's images are also exaggerated, but in his case they aren't real, so they don't matter. :-) PJ Harvey is real and strong and beautiful, that's why so touching. (Which doesn't mean you always have to like her.)
I think this is a fair question and I am surprised she isn't accused of this more often, but the answer is definitely no. The reason she has a cult like status among a select few is her fearlessness and authenticity. She isn't trying to manipulate her audience, I don't even think she writes music with the audience in mind. And the mood, the hair, the costumes, all of it is just an extension of the music. If your not in the cult I'm sure it can seem pretentious, especially White Chalk.

I guess after seeing bands like rasputina its hard to take her seriously. The whole ballgowns and "teeeaaacchh me hoow to groow" thing is..hm..
