Derpy is background pony from My Little Pony: Friendship is Magic. She appeared crossed eyes, likely because one of the animators decided to have a little fun. Her face wasn't supposed to be visible but changes were made and she was brought forward. Everyone fell in love with the derpy pony, fans developed her and gave her a job as the mail mare. You can check out an animation by alfa995 at deviantart, that will propably explain some things.
