To use the cheats for GTA IV, you guys have to do 1 or 2 missions before, then your friend will give you a cell phone and you can use the cheats by press Up then Up again to dial the number and to call, go on the #1 and press X.

well if u just started the game then it wont work when u beat the mission "it's Your Call" Roman gives u his phone (his old badger) which will give u the access to go to the number pad which will give u access to let u type in cheats and then when u beat playboy x's first mission he will give u his whiz camera phone (then u can download ringtones and stuff like those backgrounds) i hope u enjoyed this fellow you tubers =)

in order to bring up keypad on phone you need to complete the first mission of the game where you go to the hardware store and roman goes to gamble.once you arrive at the hardware store roman will get out of the car and say "i almost forgot to give you my old phone" at that point you can activate cheats but in order to be able to perform cheats in free mode you must complete that mission i had the same problem
