I'm going to tattoo a down tribute, and i'm going to put a date next to it.

In this video, when the security throws the banner to phil, it reads the date: 13-06-year of IX. Obviously 'year of IX' stands for 2009. The date i saw down for the first time was on 17-04-2007. So that would be 17-04-year of VII? I just want to be correct in this, cause i thought that down used this way to discribe a year more often. Or is that incorrect?
