No, this was not recorded in 1971. The original song by Rare Earth is very, very different. I don't know who this song is by.
I'm guessing that whomever posted the video got squelched from the youtube police for posting up a song without the copyrights or a licensing agreement, so they replaced it with something else entirely different.
