This confirms what we thought from the town hall meetings. None of our legislators even know what they are voting for. We have to have the full 72 hours to look at anything major that is voted for (and over a couple of pages), so that someone can look at it and try to understand it before the vote.
by his repeated use of "plain English version" for the concept text, he gives the false impression that it's some sort of text where the substance is the same but the wording is different, yet my understanding is that the legislative text has not even been written & who knows what will be in it *after* the vote.

That is exactly how this process works. A huge amount of law and regulations are written but never explicitly voted on.
