Urpar, the oil companies pushed for the closing of parts of the energy companies due to government regulations which capped the amount they could charge for energy on the retail side, regardless of the cost on the wholesale side. You can not expect any company to continue providing anything at their own expense.

In case you didn't realize it, the definition of socialism is the opposite of what you are looking for. It means the government controls everything, and determines who gets what.

Perhaps you should check with one of the citizens of Myanmar, who's government is withholding relief supplies of the quake, and see which of the government systems they would prefer.
