Texan here, our gov't is extremely weak. Our legislature is part-time, their salaries are very low so there is almost no corruption. It's almost impossible to create any change that's positive or negative. It's the reason why Texas has survived the recession. Sometimes they are voting for their deskmates that are not present at the time of the vote. Sometimes they are just voting at all the nearby desks. But, most of the time this doesn't matter because the vote is nowhere near a close call. If the losing side wants, they can do a roll call to verify who could have actually voted, anyone who doesn't answer the roll call, their vote doesn't count. I learned this from my Texas government textbook.
It actually doesn't make any difference. If any member feels the results were swayed by improper voting conduct they could call for strict enforcement of the rules or a vote verification. 99% of the votes are foregone conclusions and ceremonial at best.
I don't know, if this were a serious vote where a few votes would matter one way or the other I'm sure they'd be stricter about it. It's my assumption that they would be present if it were a hot-button issue that could go either way. Besides, for all we know they tell their friends how to vote for them while they're out.

The vote is called a call, and is administrated by the speaker and some staff of the house who's name I can't remember. Well, the problem is obviously not isolated to just to Texas. Remember last election, how ACORN got busted registering civilians under multiple names, so they could vote multiple times? They got caught and then what? They got busted again doing illegal stuff, and are still funded by the government. I can hardly believe that it's just Texas doing this; If the lawmakers were forced to actually be at the voting session, well, that would cut into their vacations, and we can't have that now, can we?

I would like to see enforcement on illegal activities on these people. What a disgrace! They need to film this instead of turning the camera away to the front. I hope actions have taken place to stop this kind of behavior, especially when it's across party lines. Official house rules clearly states this behavior is against the law. I would like to follow the money on who gets paid not to be there at those times.

Their only job is to vote. It's the only reason we elect them. There is NO OTHER REASON. Whenever they aren't present voting, we are ruled WITHOUT representation. We could reasonably claim immunity to any legislation in which our representative did not vote. In fact, we should demand it.

It really is something that people laugh about down here in Texas(those that know about it) It's really the public's fault because they have no idea that this is going on. But I mean we learned about this in government class and then went to the capitol and watched them do it. There's no laws against it...

@cresidue A point of order, to vote, my politicians must (1) be present (2) speak some acknowledgement of being called upon by the speaker (They can say "aye", "nay", "present"...or well "horse feathers".). The vote is called a call, and is administrated by the speaker and some staff of the house who's name I can't remember. The speaker is an MP selected from the house, and the staff is a life time bureaucrat. Officious, inefficient, operable parliamentary system of CANADA. :)

No, I don't think it was a conspiracy. But there was information that wasn't released and that we don't know. So Medina saying "I don't think all the information is available" is a true statement. Deal with it. It's true. If you dont' think so go look at the report and the spots that are taken out b/c they are "top secret". I think Americans have the right to know what happened and whether or not they knew about it before it happened but thought it wasn't a real threat so they didn't act.
