  • Texan here, our gov't is extremely weak. Our legislature is part-time, their salaries are very low so there is almost no corruption. It's almost impossible to create any change that's positive or negative. It's the reason why Texas has survived the recession. It's the reason why noone in Texas cares about this and neither do those people in the video.

  • Sometimes they are voting for their deskmates that are not present at the time of the vote. Sometimes they are just voting at all the nearby desks. But, most of the time this doesn't matter because the vote is nowhere near a close call. If the losing side wants, they can do a roll call to verify who could have actually voted, anyone who doesn't answer the roll call, their vote doesn't count. I learned this from my Texas government textbook.

  • It actually doesn't make any difference. If any member feels the results were swayed by improper voting conduct they could call for strict enforcement of the rules or a vote verification. 99% of the votes are foregone conclusions and ceremonial at best.

  • I don't know, if this were a serious vote where a few votes would matter one way or the other I'm sure they'd be stricter about it. It's my assumption that they would be present if it were a hot-button issue that could go either way. Besides, for all we know they tell their friends how to vote for them while they're out.

    Anyways, this is the same thing as school children saying like "hey can you turn in this assignment for me?" It fosters not only incompetence, but misrepresentation (say if another candidate changed his or her mind). If unchecked, it can also lead to cheating, where one candidate votes for another absent member, even though he/she doesn't want to vote, or disagrees with that congressman.

  • @cresidue A point of order, to vote, my politicians must (1) be present (2) speak some acknowledgement of being called upon by the speaker (They can say "aye", "nay", "present"...or well "horse feathers".). The vote is called a call, and is administrated by the speaker and some staff of the house who's name I can't remember. The speaker is an MP selected from the house, and the staff is a life time bureaucrat. Officious, inefficient, operable parliamentary system of CANADA. :)
