The name of the group that made this was "Psycho K.O.R.P.S" or something close to that. I remember trading someone for this video probably around 1997.
This is an awesome song and this anime is dead on. All it's explosions and stuff make go with it. Though, I got the strange feeling, and this may be because I just read this in History class, but I think those explosions were totally based off of the Atomic Bomb explosion. I had a kind-of a "Holy shit, what have they done" feeling when I saw all the people dying and exploding. Crazy stuff.
@Maniaxe613 It was most likely made using a VHS (or other format) editing machine. They could be had back then for about $800 or so. The frame by frame mode was a lot more accurate and the cuts were more without noise then if you were trying this on a regular VHS machine.

This was made back in the early 90's, I doubt the club is still around, and I don't know the name was. I got this from a friend of a friend.
