Not necessarily. The engineer may be quilling the horn. If you really want to know which Coaster cabcar needs horn help listen to 2304.

Northbound Coaster broke down on the bluffs, it was shoved back to Sorrento by Amtrak 572 and eventually picked up by the 2105 which was run down to Sorrento valley light power.
