They should be high enough so the people who multitask while driving are paying the medical expenses and income replacement expenses of people who are injured of killed by someone who was multitasking while driving.

yep it is! in quebec you arent even allowed to be IN your car talking on your cell phone (say you're on the side of the highway or whatever and at a complete stop)
