If companies stay below the cap, it's a WIN-LOSE. If companies go beyond the cap, it's a LOSE-WIN.

The debate is whether carbon emissions are a problem worth paying to fix. And companies ALWAYS pass on their costs. (Because they're supposed to!)

Renewables will be used when the market deems them a viable option. If wind power were the same kWh as coal power people would switch in a second. Who wants to burn coal over harnessing wind?? No one, except for coal industry people. However, wind costs 50% more than regular sources when it comes to your power bill UNLESS there is a FAKE reduction in the rate in the form of a TAX SUBSIDY that you basically pay for in the back end. Solar and wind power is not practical for the average American. It will take up an incredible amount of land space if your going to produce the amount on energy oil provides. Soooooooo what happens to COAL? We have tons and tons of coal in THIS country which is cheap to produce and utilize to make electricity. But if coal is dirty, BO wants to eliminate it, OR the coal and energy companies using coal, will have to pay HUGE amounts in the "cap overages" to create energy - meaning, these expenses will be passed along to the consumers. At best, it may even out, but I have my doubts. Unemployment in areas where the economy thrives on coal will not see their job markets even out. Here's a fun fact. The US has reduced it's emissions by 3% without a cap and trade scheme while the EU's carbon emissions have increased by 0.8% in the same period.

Another fun fact. Those "polluters" are the consumers and taxpayers. In Germany and the UK, electricity bills have risen 5% annually since the EU's Emissions Trading Scheme was put in place in 2005.
