You do not want to use water. You need to us a vinyl application fluid if you are going to try a wet application. If the decal starts to come off with the transfer tape, just let it sit in the sun a few hours and it will be fine.

Sprayed my window before applying the decal. After the bubbles were out, the peeling layer took the decal with it because the water weakened the decal not allowing it to stick to the window. Had to trash the whole thing.
