Suddenly we discover that in 1941 the german government was also deciding to evacuate millions of persons "for the security of the state".We can better understand in this context why so many people remained uninterested by this matter and we see that deportations of civilians are OK as long as nobody wishes to exterminate them.But once they are hidden in camps the crime became easy
