GTA games uses Rage Engine - Which is like one of the most advanced TPS engine right now. You can't even come near to that if you can't do coding and if you could do coding you wouldn't be watching this video.

@TheAnarxist But this Terrain Editor looks easy to use for beginners. You can try it - and if you have a good imagination and a good story line - You can at least make something good with it. Don't worry about the Graphics just try to make the game smooth.
