i have no wingsuit or jumping exp, but watching this his vertical falling speed seems slower than 80mph, wouldnt this wingsuits design be possible for a water landing w/o chute for someone less than 180lbs? can someone correct me or is this video slowed down or something?

@Fireball69 No, wingsuit gliders hit terminal velocity pretty fast, and can reach speeds of over 160mph. Minimum speed being about 100mph. And no diver has ever reached terminal velocity and hit the water before, they'd have broken or ruptured something internally.

What's the minimum maintainable fall rate on these things?

@iamanorange That depends a lot on skill and build.

A 100kg/1.60 meter guy will get something else out of it compared to a 60kg/1.90m guy. But safe to say...slow...verrrry slow ;)
