The cartels in Mexico hire former police officers as hired guns and these former police officers came up with the idea to dress up as police officers to perform their illicit acts. The reason the armed forces did not intervene was because they were 1.5 hrs away. The gang only stayed in town for 58 minutes, NOT 1.5 hrs, as stated by the narrator. These guys were pros.
A small detail: how does he know this video has been shot by the investigative unit? Did the investigative unit give him this video? Didn't they know that would get them in trouble? The video has been sped up and spliced. Where is the citations that show the origin of the film?
Another thing he missed is that the police or mexican military is NOT legally allowed to to tape together two clips into one clip, for faster reloading. When people tape together two clips it usually means they are getting ready to attack/go offensive and not for self protection.
