I don't think this cartoon is racist at all. Actually, after the Cartoon Network banned Speedy Gonzales cartoons in 1999, Hispanic lobbied to convince the Cartoon Network to air the cartoons again. According to Wikipedia, the Cartoon Network aired the cartoons again starting in 2002.
