"General Lavine was Debussy's portrait of the American clown Edward Levine. His costume was part soldier, part clown and made him appear as if he were 9 feet tall. Debussy had an opportunity to see the act at a theatre along the Champs Elysees a couple times around 1910-2 (prior to the the piece being written). The interpretation needs to convey vaudeville slapstick comedy - the cakewalk ragtime dance, the clown falling down, a short quote from the Joplin ragtime hit Camptown races...
