You guys are wrong. Of course, it's a single person attack, but.. When you hit some1 with ice barrage, and then the freeze runs out after 20 secs. and then you have to hit the person 3-4 times even if you DO damage it doesn't freeze. So the other magic which freezes (ice blitz) freezes instantly, without waiting, so you have higher ability to kill/freeze the enemy with these 2 spells. I don't know if you have understood, but it's all true.
