The the two last digits is always some of these numbers: 00, 04, 08, 12, 16, 20, 24, 28, 32, 36, 40, 44, 48, 52, 56, 60, 64, 68, 72, 76, 80, 84, 88, 92, 96.

If your time is 17:23, then you have NTSC.
PAL ends with multiples of 4.
NTSC ends with 0, 3 or 6.

i think i remembered wrong but now my record is 16.96 and i don't use NTSC! if you say that NTSC times ends in 0,3,6 but that's not true because i use PAL and my record is 16.96!
