Why do you call it Db Mixolydian? It Looks like B Lydian or Cb in this case. What do "You" use to determine what mode the riff is derived from? Why not call this a D# Minor riff or D# Aolian?

It is Db Mixolydian. Mixolydian is the 5th note in a major scale. The key we are really in is F#Major. The 5th note in that scale is Db and if you play the chord Db major and play the F# major scale over it you are playing Db Mixolydian.
