it's not 100% safe. if it's free from bacteria and parasites then it's safe to eat. many people eat raw meat all over the world and it's considered a delicacy. of course eating undercooked pork or chicken is much more risky. i wouldn't say it's risk-free to eat raw beef though. i've done it, it tastes ok, but it's not something i'll make a habit of doing all the time.

Raw beef are usually eaten with lots of onions , garlic , parsley , peppers and other things that negate the worms thus killing them as you digest raw beef. Wasabi is popular in Japanese cuisines to kill bacteria and stuff and sushi rice is vinegared and alcoholic so - most parasites are killed. Yes freshwater fish contains the most parasites as compared to salt sea water fishes.
