It appears that they filmed in Baltimore simply that the side streets do not look narrow enough to be Philly's side streets. Baltimore's side streets some are narrow but some are not and some are two way and some are one way. Almost all of Philly's side streets are extremely narrow and one way. The design of rowhouses in both cities are very similar however.

You would think Avon and his crew would have some scores to settle with Marlo's people. A lot of Season 5 didn't make sense like that, and clearly, 10 episodes just weren't enough. There were still too many stories to be told. We only see Randy and Naymond/Bunny Colvin for like one scene each.
