The Enhanced Fujita Scale uses a scoring system to quantify the level of destruction, which in turn decides the classification.

That's why even if the wind speeds are 300 mph, if a tornado stays in fields and hits nothing, it's an EF0.

With the way you are saying it, example: 200mph wind 1/4mile wide tornado in the middle of an open plain with nothing around is categorized as a weaker tornado then one with 80moh winds and only 30 feet wide, BUT it landed in the middle of a town and caused little damage to maybe extensive damage. Fact: there are 28 different ways to factor a tornadoes strength. That is the EF scale. it is to measure STRENGTH.
