Dont worry its nothing to do with weather modification, there are lots of institutes that use those kinda sites for high voltage electrical arc testing against cars/materials.

Notice that the actual american HARP uses a array of antenna's, obviously its not just any array, its a high power phased array most likely optimised for beam steering thus allowing it to direct all that high power :)
