We should entirely accept Scheuer's point about Clinton's instituting extraordinary rendition. One might even accept his assertion that "Clinton is clearly more culpable than Bush in this whole business." But we should remeber what Scheuer said just a minute before: in the Clinton administration, rendition was limited to truly high-level Al Qaeda leaders who were wanted on legitimate warrants in the Arab world. Bush expanded the program to anyone he thought might have a connection to Al Qaeda
