You're obviously confused or misinformed. Clinton did NOT leave the US with a 'zero budget deficit' as you called it. He BALANCED the budget which means that he had roughly as much money coming in to the government as the government was spending. That is what is meant by balanced. However, he did NOT decrease the deficit to zero. Please get your facts straight. Thank you.

Fact is, Clinton was a smooth-talking pol with an ego the size of Montana, who happened to be in office during a time of strong economic growth. In his case, it was better to be lucky than good.
