If you have a Bluetooth item too close to the receiver the "awake" signal can be heard and it sounds like that. If it stops after 10 minutes it's the router, if it doesn't, it could be a wireless camera is in the area.
That is the sound of a tornado warning in some counties. Perhaps the listening area of AM1690 did not have a tornado warning and that is there way of alerting the general public of a tornado approaching. Maybe not even a tornado but some other natural or man caused disaster. Just a thought. The station may have forgotten to tell it's listening audience that "This is not a test of the emergency broadcast system, this is NOT a test".
Thats creepy. sounds to me like interference from something, switching mode power supplys can give off that kind of interference. I could be wrong. Or the radio station is broadcasting that sound.

That's interference coming from your computer or modem box. They're notorious for making strange noises on AM radio.

Sounds like the frequency is being jammed. Another country is blocking something they dont want anyone else to hear.
