It's not, it's just that most people in this country are fucking retards who fear the government like little pussies and think everything is illegal. If two adults consent to fight, it is perfectly legal as long as you don't cause grievous bodily harm. GBH is a severe injury, and as long as you have no dangerous weapons and have an ability to stop playing, it is unlikely that you will be able to cause that kind of damage with one hand-to-hand strike.
